Update About Tattoo Rash?

no one ever checks to see if the questions are updated, so here goes. about a week ago i developed a rash type thing on a tribal tattoo that covers most of my left forarm, its around my wrist, the issue is that its only on the ink covered skin. the tattoo was done early jan, so its healed completely, so infection is kinda out of the question, staff infection is kinda out of the question too, professionally done, been to this artist before and never had an issue. the rash stops at tattoo outline tho and doesn't cross over to naked skin.
now i have been using Generic pharmacy cream with cortisone in it.thin layer, so its there but skin can still breathe, it makes it not itch, and slightly decreases the size of the baby blister like bubbles. there has not been any fluid of any kind come out of them, and i know not to scratch. i wash it about every 4 hours or so, trying to keep clean but not over cleaning.
the issue is slowly getting worse as it has spread a little more. the bumps are hard to see because there on black ink. the ones right on the outline look to be redish. any more insight would be great full.
(no insurance so a doc visit will cost me the whole arm including the rash)
